Case Being 'Covered Up': Allahabad High Court Summons ADGP Over Probe Against CBCID Head Constable Accused Of Extortion

Taking serious note of alleged police inaction and the apparent influence of an accused Head Constable over the probe authorities in connection with an extortion case, the Allahabad High Court last week summoned the Additional Director General of Police (ADG), Varanasi, to appear in person and file a personal affidavit detailing the progress of the investigation.
A Bench of Justice Ajay Bhanot and Justice Garima Prashad also directed the ADGP to personally monitored the probe on a regular basis.
The division bench is essentially dealing with a criminal writ petition filed by Randhir Singh, a Head Constable posted with the CBCID, Varanasi, and Rina Singh.
As per the FIR, both of them allegedly forcibly took 40 blank signed cheques and five blank signed papers from the first informant.
The cheques were reportedly being encashed by various accessories and repeatedly presented to coerce and extort money from the informant by dragging him into endless litigation. The duo have been booked under Sections 308(2), 308(5), 316(2), 316(5), 319(2), 318(4), 338, 336(3), 340(2), 339, 229, 3(5), 351(3), 231 and 61(2) BNS.
The Court noted that despite its earlier direction dated September 25, 2025, when the accused were also granted protection against arrest, the state counsel failed to obtain instructions in the matter.
Taking note of this lapse, the Bench remarked thus:
"Prima facie it appears that the petitioner exercises considerable influence over the investigating authorities and the police authorities are apparently covering up for the same by failing to provide the requisite instructions to the Government Advocate".
In light of the gravity of the allegations and the apparent non-cooperation of local police, the Court directed that the probe be personally monitored by the ADG, Varanasi. He personal appearance was also ordered on the next date of hearing (December 10) along with a personal affidavit.
The Bench further declined to continue the interim protection earlier granted on September 25, as it remarked that the same would hamper the ongoing investigation. The interim order was accordingly vacated.
