    The Allahabad High Court on Wednesday dismissed a Public Interest Litigation (PIL) plea seeking a direction to the Central Government to frame a policy or guidelines for the dynamic (rotating or moving) display of Ashoka Chakra in the National Flag.

    A bench of Chief Justice Arun Bhansali and Justice Kshitij Shailendra observed that the petition lacked genuine public interest and that it was primarily based on the petitioner's proposal, which had not been acted upon by the authorities.

    For context, the petitioner had sent a proposal to the Prime Minister of India for the installation, adoption, and demonstration of moving the Ashoka Chakra at the bottom of the Ashok Stambh Mechanism as a symbol of national pride and technological innovation.

    However, the Court noted that the said proposal had not been accepted or acted upon by the central government.

    "Filing of the present petition, purportedly in public interest, only on account of the respondents not acting on the proposal of the petitioner, cannot render the proposal given by the petitioner in public interest", the bench remarked.

    It further observed that in case the petitioner had any grievance over the lack of response, the cause is personal to the petitioner and apparently no public interest was involved in the matter.

    Consequently, the Court dismissed the petition, as it clarified that the petitioner would be at liberty to pursue appropriate remedies as available under the law.
