The Allahabad High Court has directed the administration of the Babasaheb Bhimrao Ambedkar University, Lucknow, to ensure full security to a law student who is facing disciplinary proceedings over an allegedly derogatory video concerning Dr. BR Ambedkar.

A bench of Justice Pankaj Bhatia passed the order while disposing of a petition filed by the student, who was pursuing his LLB (Hons.) 4th Semester and had been suspended from the University on February 13, 2025, with the campus declared 'out of bounds' for him.

The University had also ordered an inquiry to be conducted by its Proctorial Board.

According to the petitioner, he had been falsely implicated in connection with a video that allegedly contained derogatory remarks against Babasaheb Ambedkar.

The Court noted that no final decision had yet been taken by the Proctorial Board regarding the suspension of the student or future course of action.

The counsel appearing for the University submitted that the student had not been appearing before the Board “either on account of fear or otherwise”. It was further assured that if he appeared before the board, a decision would be taken with all expedition.

Taking note of these submissions, the Court disposed of the plea permitting the petitioner-student to appear before the Proctorial Board within a period of one week.

Justice Bhatia directed the student shall be granted full security and it should be ensured that no harm is caused to him.

The Court also said that if necessary, the Commissioner of Police, Lucknow, shall ensure that proper safety and security are provided to the petitioner to enable his appearance before the Board.

The Bench further directed that the Proctorial Board, after hearing the petitioner and following prescribed regulations, should pass a reasoned order preferably within two weeks thereafter.

Importantly, the Court left it open for the petitioner-student to challenge any adverse decision of the Proctorial Board before the High Court again.
