    The Chhattisgarh High Court has taken suo-motu cognizance of a news report published in a Hindi daily which highlighted that doctors at the Chhattisgarh Institute of Medical Sciences (CIMS), Bilaspur had to operate with old equipment despite four months passing since the Government approving a Rs.15 crore proposal for purchase of new and modernised medical equipment.

    In this regard, Chief Justice Ramesh Sinha and Justice Bibhu Datta Guru observed,

    “From the above news report, it transpires that despite availability of sufficient fund, the machines / equipment are not being made available to the CIMS which is causing hardships not only to the patients but also to the Doctors, which could have saved their precious time and energy and more number of patients could have been treated.”

    Background

    The news report revealed that four months had passed since the approval of the Rs.15 crore proposal, however, not a single machine had reached CIMS, which left doctors with no choice but to use the old equipment. In the meanwhile, CIMS purchased some machines including Sonography, Dialysis for Rs.66 lakhs, however, it was stated that the number was very less as compared to the requirement. The report also revealed that doctors at CIMS estimated that with the availability of new machines, it will be possible to examine more patients in less time and the quality of treatment will also improve.

    The report further published the version of the Medical Superintendent, who stated that supply of equipment/machines has to be done at the Government level and efforts have to be made from their end to install the equipment at CIMS as soon as possible.

    Against this backdrop, the Division Bench directed the Secretary, Department of Health, and the Managing Director, Chhattisgarh Medical Services Corporation Limited, to file their respective personal affidavits.

    The matter is now listed on 18.09.2025 for further hearing.
