Chhattisgarh HC Takes Suo Motu Cognizance Of News Report Flagging Dilapidated Condition Of Police Quarters In Raipur, Calls For State's Affidavit

The Chhattisgarh High Court has taken suo-motu cognizance of a news report published in a Hindi daily which highlighted the dilapidated conditions of Police Quarters located in Amanaka, Raipur, and the failure of the State to construct new houses funds being sanctioned.
The news report revealed that 24 houses in the Quarters are nearly 34 years old, and the condition is such that the stairs leading to the terrace have broken and fallen. The report further revealed the stairs leading to the first floor were supported by poles and around 20 families are living there at the “mercy of God.” The specific Quarter was declared dilapidated by the Municipal Corporation, and thereafter, the dilapidated houses have neither been abandoned, demolished nor vacated. The same condition extends to houses of constables and head constables, which have not been built for about 6 years. Lastly, the report revealed that while Rs.10 crores had been sanctioned to improve the dilapidated houses, and a plan of Rs.400 crores was prepared and sent for new houses, no action has yet been taken to construct the new houses.
Against this backdrop, a Division Bench comprising Chief Justice Ramesh Sinha and Justice Bibhu Datta Guru observed,
“Looking to the aforesaid situation, at this stage, we deem it appropriate to direct the Managing Director, Police Housing Corporation, Civil Line, Raipur C.G. to file its personal affidavit with respect to the news item as mentioned supra.”
The matter is now listed on September 17 for further hearing.
