    The Rajasthan Government assured the High Court that it shall ensure that Video Conferencing facilities are provided to lawyers and litigants appearing before the Rajasthan Civil Services Appellate Tribunal and that at least one bench shall be functional on every working day. 

    The court was hearing a plea, wherein the petitioners argued that the State Government has constituted 'The Rajasthan Civil Services Appellate Tribunal' under the Rajasthan Civil Services (Service Matters Appellate Tribunals) Act, for adjudicating service related dispute of State Government employees.

    They further submitted that as per procedure at least two members are required to constitute a Bench to hear and decide each matter but due to one or another reason either the Bench is not available or if same is available then sitting is canceled at last minute. The petitioners argued that there is no video conferencing (V.C.) facility despite orders of Supreme Court.

    They also referred to the "chaos" in taking up of the matters by the Tribunal and submitted that the urgency as mentioned by lawyers are not addressed properly by the Tribunal.

    The Secretary, Department of Personnel who was present in court assured Justice Ashok Kumar Jain that she will ensure that:

    (i) A Video Conferencing facility may be made functional for every Bench from 27.10.2025 providing facility of conducting and attending cases to the lawyers and also to the litigants.
    (ii) At least one Bench will be functional on every working day at Jaipur from 10 AM to 4 PM (or the time as fixed under the rules) so as to address at least urgent and mentioning matters.
    (iii) A display Board will be installed outside Court room and building along with live digital display system available on the website of the Tribunal so that a lawyer may track his case from remote place.
    (iv) In case of emergency, if all Benches are collapsed due to reason beyond control of the Registrar then if any Circuit Bench functioning at any place including Jodhpur will hear and decide the case through VC and in such circumstances the record will be transmitted by scanning the record from Jaipur.

    The court directed that while Secretary DOP is not required to remain present on next date of hearing, however she will continue to monitor functioning of the Tribunal. 

    The court directed Registrar of the Tribunal to file a compliance report within a week.
