    harmashastra National Law University (DNLU), Jabalpur, in collaboration with the Institute of Constitutional and Parliamentary Studies (ICPS), New Delhi, is conducting three-day training programme on Legislative Drafting for officials of the Government of Madhya Pradesh and the Madhya Pradesh Legislative Assembly. The event is being held from 6th to 8th August 2025 under the leadership of Prof. (Dr.) Manoj Kumar Sinha, Vice Chancellor, and Dr. Praveen Tripathi, Registrar of DNLU.

    The inaugural session, held on 6th August, commenced with a welcome address by Prof. (Dr.) Manoj Kumar Sinha. The event was graced by Justice Vivek Agarwal, Judge, High Court of Madhya Pradesh, as the Chief Guest, who addressed the gathering with remarks on the importance of precision and clarity in legislative processes. Justice Agarwal emphasized upon the role of well-drafted legislation in upholding the rule of law and ensuring justice. Justice Agarwal drew attention to the evolving nature of legal interpretation and the necessity for lawmakers to anticipate future challenges while framing laws.

    Prof. (Dr.) R. Venkat Rao, Vice Chancellor (In-Charge), India International University of Legal Education and Research, Goa, and Dr. Seema Kaul, Director, ICPS, New Delhi, attended the event as Guests of Honour. Both emphasized the evolving nature of legislative drafting in the context of contemporary legal and technological developments. Prof. (Dr.) Rao highlighted the importance of integrating interdisciplinary approaches in legal education to produce well-rounded drafters capable of addressing complex policy issues. Dr. Kaul, in her remarks, stressed the growing need for evidence-based policymaking and the use of data analytics in the legislative process to ensure informed and inclusive governance.

    Dr. Praveen Tripathi, Registrar, DNLU, concluded the inaugural session with a formal vote of thanks.

    The three-day programme features a series of technical sessions covering topics such as Ethics in Legislative Drafting, Basic Rules and Techniques of Legislative Drafting, Administrative Law Principles and their Role in Drafting, Language and Style in Legislative Drafting, Drafting Criminal Legislation, Types of Statutes, Challenges in Legislative Drafting in the Age of Artificial Intelligence, Practical Drafting Exercises, Constitutional Provisions and Judicial Interpretation in Legislative Drafting.

    Speakers at the programme includes Shri Vinay Mohan, Former Joint Secretary, Lok Sabha Secretariat; Ms. Mukulita Vijayvargiya Director, NCDEX; Ms. Swati Singh Parmar Assistant Professor, DNLU; and Prof. (Dr.) Asad Malik, Chief Proctor and Professor of Law Jamia Millia Islamia.

    The participants of the programme are nominated officials from various departments of the Government of Madhya Pradesh, with the training aimed at enhancing their legislative drafting skills and understanding of legal frameworks.
