    The Supreme Court will hear today a bunch of petitions challenging the Election Commission's "Special Intensive Revision" of Electoral Rolls in Bihar.

    A bench of Justices Sudhanshu Dhulia and Joymalya Bagchi will hear the matters.

    Petitions have been filed by the MPs Mahua Moitra (Trinamool Congress), Manoj Kumar Jha (Rashtriya Janata Dal),  leaders of major opposition parties - KC Venugopal (Indian National Congress), Supriya Sule (Nationalist Congress Party - SP), D Raja (Communist Part of India), Harinder Malik (Samajwadi Party. Arvind Sawant( Shiv Sena UBT), Sarfraz Ahmed (Jharkhand Mukti Morcha), Dipankar Bhattacharya ( Communist Party of India (Marxist-Leninist) Liberation), Dravida Munnetra Kazhagam etc.

    NGOs Association for Democratic Reforms, People's Union for Civil Liberties, and activist Yogendra Yadav are the other petitioners.

    Alongside these petitions, a PIL seeking revision of voter rolls before every elections is also listed before the bench.

      Singhvi: your own EPIC voter ID card cannot be an anathema to you.

      J Dhulia: we will have it on 28 July. Meanwhile they will file counter and all pleadings must be completed before 28. They can complete with the forms. They are saying they will consider Aadhar.

      Singhvi: it would be perfectly fine if the exercise starts today and goes on till next year and is used in the next election.

      Singhvi: an exercise of such massive nature should be delinked with an impending election.

      J Dhulia: that is deciding the case.

      Singhvi: No no. The ECI keeps saying that so many forms have come as if that validates the exercise. But the forms have no supporting documents, that stage will start later.

      Dwivedi: 1st July is for enumeration. as far as elections are concerned the qualifying date will be 1st of October. Anyone who becomes eligible before the last date of nomination can be included that is the legal position.

      KK Venugopal: the qualifying date is 1st of July 2025. All those who turn 18 before that will be eligible. Therefore you have to have a revision till 1st of July.

      Senior Advocate Shadan Farasat: taking the 2025 list as draft removes any exclusions.

      Sankarnarayanan: is Aadhar voter ID is a separate issue. We are saying that once there is an electoral roll and there are 7.9 crore electors there is absolutely no question of going to 2003 and artificially deleting everyone after that unless they submit a form. Ideal situation is that they use their own revised electoral roll as a draft roll.

      Sankarnarayanan: the ideal solution would be that the list as of January 2025 should be published as draft

      Dwivedi: it is the choice of the elector, what they want to file what they don't want to file. Just test us in August.

      J Dhulia: Fair enough. We have no reason to doubt them. They are saying that let's test their credentials. So we will list in July and in the meantime they will not publish the draft
