it should be noted original bill didn't have 3D as annexed from JPC's report below

Sibal: he rightly said a part of 3D was discussed in JPC but rejected because it was not there in the Bill

Sibal: WAMSI Report from 2013- predigitisation work is in process, where digitisation is complete is only 4. By 2013, predigitisation was not completed. now, they say its not registered

Sibal: its a rule of evidence- it cannot be done way with legislation
