Name of the Post: Senior Consultant

Location: Delhi

Essential Qualification and Experience

• Bachelor's degree in law, Business Administration, Commerce, Finance, or related field.

• Minimum 10 years of professional experience in contract management, procurement, or related domains.

• Strong knowledge of contract laws, regulatory frameworks, and compliance requirements.

• Proven track record of drafting, negotiating, and managing complex, high-value contracts.

• Ability to assess risks, ensure compliance, and provide actionable insights to senior management.

• Desirable: (a) Postgraduate degree or professional certification in Contract Management, Public Procurement, (b) Prior experience in large-scale public procurement projects more than 1000 Cr. with Government, PSUs, or multilateral organizations, and (c) Exposure to international procurement guidelines (e.g., World Bank, ADB, UN agencies) would be an advantage.

Roles & Responsibilities

Specific Responsibilities

• Support to Department in payments to be made to the MSP related to various milestones subject to the service levels etc.

• Assistance to ITD in the contract administration (with MSP) throughout the duration of the contract.

• Assistance to the department in review of the performance of MSP under the terms of the contract.

• Monitoring MSP's engagement/ agreement/ contract with other third parties as may be reasonably required to meet with Performance obligations and SLA requirements.

• Develop frameworks for risk management and vendor/client relationship governance.

• Monitoring the MSP with the relevant provisions of RFP, ITD's policies and procedures and ensuring compliance.

• Ensure compliance with applicable laws, legal and regulatory provisions/protocols related to ITD, as specified in the RFP.

• Strategic Responsibilities

• Provide expert advice on contract laws, policies, and industry best practices.

• Support leadership in decision-making by analyzing contractual obligations, financial risks, and opportunities.

• Drive efficiency and value creation through effective contract lifecycle management strategies.

Operational Responsibilities

• Draft, review, and negotiate contracts to align with business and legal requirements.

• Manage the end-to-end contract lifecycle including initiation, execution, renewal, and closure.

• Collaborate with internal teams, vendors, and clients to ensure smooth contract execution.

• Resolve disputes and facilitate contract amendments or modifications as needed.

• Track performance against Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).

Compliance Responsibilities

· Ensure contracts comply with legal, regulatory, and organizational standards.

• Maintain accurate contract documentation.

• Conduct periodic audits and reviews for adherence to terms and obligations.

• Identify and mitigate compliance risks associated with contractual commitments.

• Provide training and guidance to teams on compliance requirements and contract policies.
